CLEARWATER BEACH — One of Clearwater Beach’s longstanding private clubs is moving forward with a major redevelopment of its waterfront property.
Carlouel Beach & Yacht Club is planning a $38 million transformation of its property at 1091 Eldorado Avenue on North Clearwater Beach. The project calls for a new main clubhouse along with expanded dining, social, recreational and family amenities.
The redevelopment cleared an important regulatory hurdle in July when Clearwater’s Community Development Board approved the development application for the approximately 2.9-acre property.

A NEW CHAPTER FOR CARLOUEL
Carlouel’s roots on Clearwater Beach stretch back more than 90 years. The private club occupies a distinctive North Beach property between the Gulf of Mexico and the Intracoastal Waterway.
Plans for the property go well beyond a cosmetic renovation. Carlouel’s materials describe a reimagined club centered around a new main clubhouse, with expanded indoor and outdoor dining and social spaces.
The broader redevelopment also calls for a resort-style lagoon pool and cabanas, six overnight cabana accommodations, a small wellness center, enhanced recreational amenities, and new spaces for children, families and events.
The improvements are expected to take place over multiple phases. Carlouel’s planning materials outline pre-construction and design work during 2026, followed by phased construction extending through approximately 2029. The club notes that the schedule is estimated and subject to change.
WHY IT MATTERS
The $38 million investment represents another significant redevelopment project on Clearwater Beach, but it is notably different from the hotel and condominium projects that account for much of the island’s development activity.
Rather than introducing another large lodging or residential development, the project represents a substantial reinvestment in an established private club and its existing North Clearwater Beach property.
The scale of the investment also demonstrates continued capital flowing into Clearwater Beach real estate beyond the traditional hotel and condominium sectors.
